Kennedy Jr., then a prominent environmental attorney who had recently been named one of <em>Time<\/em> magazine\u2019s \u201cHeroes for the Planet,\u201d played a leading role in killing an offshore wind farm in Nantucket Sound not far from his family\u2019s Cape Cod estate.<\/p>\n\n\n\n<p>Project proponents say the fierce opposition by Kennedy, a presidential candidate who recently suspended his campaign but remains on the ballot in nearly three dozen states, had a long-lasting impact on the U.S. offshore wind industry and laid the seeds for opposition that continues today.<\/p>\n\n\n\n<p>\u201cIt set back offshore wind over 20 years in the United States,\u201d said Jim Gordon, the former CEO of Cape Wind, the company that tried to build the Nantucket Sound project. When asked about the role he may have played in significantly delaying one of the most promising sources of clean energy in the United States, he embraced the connection.<\/p>\n\n\n\n<p>\u201cWell, if I did, I\u2019m very happy about that because offshore wind has been a catastrophe,\u201d Kennedy told Inside Climate News. \u201cIt should be shut down. It makes no sense.\u201d<\/p>\n\n\n\n<p>Environmental advocates who once looked up to Kennedy say the positions he has taken in recent years have disheartened them. Kennedy is a vaccine skeptic who has promoted a link between vaccines and autism that has been disproven.<\/p>\n\n\n\n<p>\u201cThe whole story just makes me profoundly sad,\u201d climate activist and author Bill McKibben said. \u201cI don\u2019t know whether it began with the vaccine stuff or if it began with the fact that he didn\u2019t want to look at wind turbines off Cape Cod, but at some point he just began this apparently relentless slide, to something very, very different from what he\u2019d been.\u201d<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cHe could have used his name and platform to really help the early push for renewable energy.\u201d<\/p>\n<cite>\u2014 Bill McKibben, climate activist and author <\/cite><\/blockquote>\n\n\n\n<p>Kennedy was celebrated as an environmental champion for his work cleaning up the Hudson river with the Riverkeeper association in the late \u201990s. He was also a founder of the Waterkeeper Alliance, where he took on pollution from coal mines, coal-fired power plants and factory farms. Working for the Natural Resources Defense Council, Kennedy assisted Indigenous tribes in Canada and South America seeking to protect their homelands against large-scale energy and extractive projects, though his work in Ecuador <a href=\"https:\/\/insideclimatenews.org\/news\/03122023\/kimerling-amazon-crude-oil-ecuador\/\">was later called into question<\/a>.<\/p>\n\n\n\n<p>McKibben noted that Kennedy suffered <a href=\"https:\/\/www.cnn.com\/2024\/05\/09\/politics\/rfk-jr-parastic-worm-brain\/index.html\">from a brain parasite in 2010<\/a> and wondered if that may have played a role in his changing views on offshore wind and other issues. Kennedy has said he recovered from the parasite and <a href=\"https:\/\/www.nytimes.com\/2024\/05\/08\/us\/rfk-jr-brain-health-memory-loss.html\">had no aftereffects<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cHe could have used his name and platform to really help the early push for renewable energy,\u201d McKibben added. \u201cHe could have done it by saying, you know, \u2018What an honor to get to participate in this, in the place that I love.\u2019 And he did exactly the opposite.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u2018Strong NIMBYism and Strange Bedfellows\u2019<\/strong>&nbsp;<\/h2>\n\n\n\n<p>When first proposed in 2001, Cape Wind would have been not only the first offshore wind farm in the U.S. but also one of the largest such projects in the world. Cape Wind\u2019s 170 turbines (later reduced to 130 larger turbines) in shallow waters approximately five miles off Cape Cod would have provided 75 percent of the electricity used by Cape Cod, Nantucket and Martha\u2019s Vineyard.&nbsp;<\/p>\n\n\n\n<p>That would have reduced dependence on the Canal Generating Plant, <a href=\"https:\/\/www.bostonglobe.com\/2024\/03\/04\/business\/cape-cod-power-plant-clean-energy\/\">the last of the state\u2019s \u201cFilthy Five,\u201d<\/a> a power plant on the Cape that continues to burn fuel oil, though it is now only used during periods of peak demand.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Fierce opposition to the project was led by some of the country\u2019s most powerful and wealthy individuals, including U.S. Sen. Ted Kennedy and William Koch, whose family made billions from fossil fuels. Koch\u2019s brothers, David and Charles, have underwritten many of the think tanks and institutions that have challenged the science of climate change over the past quarter century.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img decoding=\"async\" width=\"2500\" height=\"1786\" src=\"https:\/\/insideclimatenews.org\/wp-content\/uploads\/2024\/09\/GettyImages-127900491.jpg\" alt=\"A group of Cape Wind advocates gather near Sen. Credit: Jonathan Wiggs\/The Boston Globe via Getty Images<\/figcaption><\/figure>\n\n\n\n<p>While politically opposed on most issues, William Koch and the Kennedys had one thing in common: Both owned large estates on Cape Cod overlooking Nantucket Sound, where the proposed wind farm would be built.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cIt was a case of strong NIMBYism and strange bedfellows,\u201d said Dan Reicher, a senior energy researcher at Stanford University and a former assistant secretary of the Department of Energy.<\/p>\n\n\n\n<p>RFK Jr. was often the public face of the opposition, taking part in debates and writing opinion pieces in <a href=\"https:\/\/www.nytimes.com\/2005\/12\/16\/opinion\/an-ill-wind-off-cape-cod.html\">The New York Times<\/a> and <a href=\"https:\/\/www.wsj.com\/articles\/SB10001424052702304521304576447541604359376\">The Wall Street Journal<\/a>. His environmental credentials and family name gave his viewpoint added credence.&nbsp;<\/p>\n\n\n\n<p>In 2002, he and Gordon of Cape Wind engaged in <a href=\"http:\/\/archives.wbur.org\/theconnection\/2002\/10\/07\/wind-resistance.html\">a heated debate on National Public Radio<\/a>. Kennedy railed against the project, warning that boats that drifted into the turbines\u2019 support pilings would be <span class=\"soundcite\" data-url=\"https:\/\/s3.amazonaws.com\/audio.wbur.org\/2002\/10\/theconnection_1007_2.mp3\" data-start=\"300700\" data-end=\"313000\" data-plays=\"1\">\u201csplintered to pieces\u201d<\/span> and that the wind farm\u2019s unsightly aesthetics would \u201cforbid people from going there.\u201d<\/p>\n\n\n\n<p>In Gordon\u2019s defense of the project, he said he saw a certain beauty in its form and function, including reducing America\u2019s reliance on foreign oil.<\/p>\n\n\n\n<p>\u201c<span class=\"soundcite\" data-url=\"https:\/\/s3.amazonaws.com\/audio.wbur.org\/2002\/10\/theconnection_1007_2.mp3\" data-start=\"2683000\" data-end=\"2691000\" data-plays=\"1\">It would be beautiful<\/span> to look at these wind turbines [rather] than watching kids march off into the Persian Gulf to fight for oil,\u201d Gordon said.<\/p>\n\n\n\n<p>The debate occurred just over a year after the 9\/11 attacks on New York and the Pentagon. The George W. Bush administration was gearing up for war in Iraq. Several years later, the Bush administration spoke out against efforts to delay Cape Wind.<\/p>\n\n\n\n<p>Under Secretary of Energy David Garman said in <a href=\"https:\/\/www.nytimes.com\/2006\/05\/06\/us\/pressure-builds-to-revive-wind-farm-plan-for-nantucket-sound.html\">a 2006 letter to lawmakers<\/a> that blocking the project \u201ccould have a chilling impact on the continued investment and growth of this promising renewable energy resource.\u201d<\/p>\n\n\n\n<p>Jim Lanard, an offshore wind energy developer and former president of the Offshore Wind Development Coalition, a trade organization, said that\u2019s exactly what happened.<\/p>\n\n\n\n<p>\u201cIt served to introduce offshore wind in a negative way,\u201d he said. \u201cDevelopers were put on the defensive immediately.\u201d<\/p>\n\n\n\n<p>During the 2002 debate, Kennedy said repeatedly that he supported offshore wind, just not in Nantucket Sound, which he compared to Boston Common, Central Park and Yosemite National Park.<\/p>\n\n\n\n<p>\u201cThere are certain places that you should not put it,\u201d he said.<\/p>\n\n\n\n<p>He also questioned the permitting process for Cape Wind. \u201cI&#8217;ve seen, you know, grocery stores on the Cape that go through more of a permit process than this project.\u201d<\/p>\n\n\n\n<p>The permitting for Cape Wind was still in its early phases at the time of the debate in 2002. Kennedy has been widely criticized for promoting conspiracy theories related to vaccines, COVID and the <a href=\"https:\/\/www.rollingstone.com\/politics\/politics-news\/rfk-kennedy-anti-vaccine-panel-conspiracies-hiv-spanish-flu-1234779689\/\">link between HIV and AIDS<\/a>.<\/p>\n\n\n\n<p>It was \u201cone person living by the axiom of saying [something] loudly and with enough conviction and enough times that eventually people will believe you,\u201d Roberts said of the debate.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Kennedy\u2019s Widening Objections to Offshore Wind<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Twenty-two years later, Kennedy\u2019s opposition to offshore wind has expanded beyond Cape Wind to any such projects. Kennedy said offshore wind is killing whales, ruining fisheries and is too costly.<\/p>\n\n\n\n<p>Kennedy noted that in January 2023, environmental groups in New Jersey called for<a href=\"https:\/\/www.nationalfisherman.com\/mid-atlantic\/offshore-wind-critics-call-for-investigation-of-new-jersey-whale-strandings\"> an investigation into whale deaths<\/a> that they believe may be related to offshore wind developments, potentially from sonic surveys of the seafloor prior to construction.<\/p>\n\n\n\n<p>Three of the five groups calling for the investigation have ties to fossil fuel interests, <a href=\"https:\/\/energyandpolicy.org\/caesar-rodney-institute-offshore-wind\/\">according to the Energy and Policy Institute<\/a>, a clean energy watchdog organization, and a separate <a href=\"https:\/\/www.climatedevlab.brown.edu\/post\/against-the-wind-a-map-of-the-anti-offshore-wind-network-in-the-eastern-united-states\">report by Roberts and colleagues at Brown University<\/a>.&nbsp;<\/p>\n\n\n\n<p>Federal regulators with the Bureau of Ocean Energy Management noted that sound surveys conducted by offshore wind companies have <a href=\"https:\/\/www.noaa.gov\/sites\/default\/files\/2023-01\/Transcript-011823-NOAA-Fisheries-Media-Teleconference-East-Coast-whale-strandings-508.pdf\">not been linked to whale deaths<\/a> and are far quieter than the \u201cseismic air guns\u201d used by fossil fuel companies to penetrate several kilometers under the seafloor in search of oil and gas deposits. Vessel strikes, fishing gear entanglement and climate-driven changes <a href=\"https:\/\/www.whoi.edu\/oceanus\/feature\/are-offshore-wind-farms-harming-right-whales\/\">all pose dangers for whales<\/a>, experts say.<\/p>\n\n\n\n<p>\u201cThere are no data that suggest that OSW [offshore wind] activities have been implicated in any whale deaths,\u201d Lanard said. Kennedy\u2019s statements are \u201cmisleading, irresponsible and fear mongering,\u201d he said.<\/p>\n\n\n\n<p>Last month the political arm of the Center for Biological Diversity <a href=\"https:\/\/centeractionfund.org\/federal-officials-urged-to-investigate-kennedys-unlawful-scavenging-of-dead-whale\/\">called on authorities to investigate Kennedy<\/a> for possible violation of federal laws including the Endangered Species Act and the Marine Mammal Protection Act after news resurfaced that in the mid-1990s, Kennedy chain-sawed the head off a dead whale on a Massachusetts beach, tied it to the roof of his car and drove it to New York.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/insideclimatenews.org\/wp-content\/uploads\/2024\/09\/GettyImages-2167290858-1024x683.jpg\" alt=\"Robert F. Credit: Rebecca Noble\/Getty Images<\/figcaption><\/figure>\n\n\n\n<p>The incident was recounted by Kennedy\u2019s daughter, Kathleen \u201cKick\u201d Kennedy, in <a href=\"https:\/\/www.townandcountrymag.com\/society\/tradition\/a924\/kick-kennedy-interview\/\">a 2012 article in Town and Country<\/a>. RFK Jr. told Inside Climate News the incident was a \u201crumor,\u201d though he later said at a public event that he was being investigated by <a href=\"https:\/\/www.nytimes.com\/2024\/09\/15\/us\/politics\/robert-f-kennedy-jr-trump-whale-carcass.html\">a national fisheries institute<\/a>. A spokesperson for the National Oceanic and Atmospheric Administration\u2019s National Marine Fisheries Services confirmed the investigation but said the agency could not comment on it.&nbsp;<\/p>\n\n\n\n<p>As for offshore wind\u2019s impact on fisheries, that\u2019s still a developing picture.<a href=\"https:\/\/afspubs.onlinelibrary.wiley.com\/doi\/full\/10.1002\/mcf2.10265\"> One recent study<\/a> showed sea bass populations in the immediate vicinity of the Block Island Wind Farm, the first offshore wind farm in the U.S., consisting of just five turbines, are slightly higher relative to surrounding waters.&nbsp;&nbsp;<\/p>\n\n\n\n<p>A<a href=\"https:\/\/maritime-spatial-planning.ec.europa.eu\/practices\/overview-effects-offshore-wind-farms-fisheries-and-aquaculture\"> 2018 report by the European Commission<\/a> found that offshore wind farms in Europe can result in the loss of fishing grounds because fishing boats cannot access the waters. The report recommended having at least 1.5 kilometers between individual turbines to allow enough space for commercial fishing nets and bottom trawling equipment.<\/p>\n\n\n\n<p>Offshore wind farms currently being built in U.S. waters typically have a one-mile spacing between turbines, or slightly more than the European recommendation.<\/p>\n\n\n\n<p>Kennedy said that offshore wind is three times more expensive than the electricity produced from wind farms based on land.<\/p>\n\n\n\n<p>\u201cOnshore wind is producing power at about 10 cents or 11 cents a kilowatt hour, and offshore wind is requiring about 33 cents a kilowatt hour, so it makes no sense,\u201d Kennedy said.<\/p>\n\n\n\n<p>\u201cI\u2019ve never heard of anything that high,\u201d said Willett Kempton, a marine science and policy professor at the University of Delaware who recently oversaw a<a href=\"https:\/\/udspace.udel.edu\/server\/api\/core\/bitstreams\/7e55d0bf-8479-4e65-9496-d7867ae4bdd0\/content\"> detailed assessment of the cost of offshore wind power<\/a>.\u00a0\u00a0<\/p>\n\n\n\n<p>Vineyard Wind 1, the first large-scale offshore wind farm in the United States still being built in waters off Massachusetts, will receive 9 cents per kilowatt hour on average for the electricity it produces over a 20-year period. Onshore wind and solar costs are significantly lower, around 4 cents per kilowatt hour.
